QWhy does samsung galaxy s3 require data plan to receive and send picture messages?

both my friend and I have tmobile . she has the samsung galaxy s3 and I have the Samsung Exhibit 2 (also a smartphone ) . when my friend off his Internet Data can not receive / send picture messages , even if the wifi is on. she only has the image as soon as you turn your back to your data .
I have no data plan , and even if it 's not on my wifi I can send / receive picture messages .
Anyone have an answer to why my phone can receive picture messages without a database and my friends can not s3 ?

All newer phones require data to send and receive MMS messages as a way to free up cell phone towers . Older phones can still be used , but new devices can not . It also has to do with large images and video sending cluttering the towers , leading to suboptimal performance .
